NJYB 2013 Hackensack Memorial Day Tournament Rules

.

The Boys Divisions are playing to win a paid bid to the following tournaments

8u-12u will receive a paid bid to Sports at the Beach in Delaware

13u will receive a paid berth to the AABC World Series in Battle Creek Mi or          A paid bid to Sports at the beach in Delaware

14u will receive a paid berth to either the AABC Regional Tournament held in        Troy NY or to the NABF World Series held in VA

15u will receive a paid berth to either the AABC World Series in AZ or Sports        at the Beach in Delaware

16u will receive a paid bid to Sports at the Beach in Delaware( Sports at the Beach bids are good for any availably weekend tournament in 2013)

 
General rules and Information the Boys Divisions

1. The tournament will begin Friday 24 May to  27  May 2013

2. Teams must provide the Tournament Director with a copy of their team insurance certificate with proof of liability coverage.

3. All teams will be guaranteed 3 games during this tournament

(Unless in climate weather intervenes then the Tournament Director will do his best to get games in. Games may be reduced only if weather is a factor

If only 2 games are played teams will get 25% of tournament fees back

If only 1 game is played teams will get 50% of the tournament fees back ) 

4. This tournament is run by the NJYB but is an independent tournament open to all level teams.

5. First and Second Place teams will receive a Team Trophy and Individual trophies up to 15 per team.

6. Field Sizes;

13u -16u will play on a 60/90 field

11u-12u will play on a 50/70 field

9u-10u will play on a 46-65 field

8u will play on a 40/50 field 

COST PER TEAM :

 8u—9u-10u ($500)

11u-12u ($600)

13u-16u ($600)   7. Umpires will be provided by the Tournament. Age brackets 11u-16u will have 2 umpires per game. While 8u-10u will have 1 umpire per game.

8. Rules: MLB Major League Rules that Govern the National League Division will be followed during this tournament with some exceptions at the younger age levels.

9. Age cutoff is May 1st for all divisions. Whatever age your player is on April 30th indicates the division they should participate.
Format

The format for age groups 8u-16u will be 3 games. The top 2 teams in each division based on 2 divisions will play in a single elimination round robin play-offs.

If there is 4 Divisions then we will take the top team from each Division to advance to a single elimination tournament.

Example If a Division has 8 teams - Division A. with 4 teams and Division B with 4 teams, the top 2 teams will cross over in a single elimination to crown a Champion for the tournament.

Div A 1st place team will play Div B 2nd place team, Div A 2nd place team will play Div B 1st place team. With the winners of each game playing each other in the championship game.

Age groups will be broken down to divisions. In the event there is a tie will give then go by the tie breaker rule below to seed teams.

Tie-breakers: Ties are possible in pool play. (in the case there is a three-way tie, and we cannot use Head to Head we will procedure to step two).

1. Head-to-head results (if applicable) If 3 teams are tied we will go straight to rule 2 no exceptions

2. Total runs allowed, lowest amount of run allowed will be the higher seed. If there is still a tie then we will go to rule 3.

3 Total amount of runs scored in all pool play games, with the highest amount of runs scored receiving the higher seed.

4. Coin flip

Tournament Director will then make the decision who places in what seed based on all the rules above.

Team Rosters

Mangers must have a copy of their rosters and birth certificates in their processions at all times during play. Age cut off for the tournament is 1st May 2013. A player may not turn the year older prior to the 1st of May 2013.

Example: If a team is playing in the 10u Division a player cannot turn 11 before the 1st of May 2013. This rules goes for all ages.

Teams are permitted 1 Manger, 2 Coaches and 1 Scorekeeper in their dugouts. Others will be asked to leave.

Mangers are responsible for their Coaches, Players and Parents behavior. If a Manger cannot control them the umpire may ask them to leave the park.

Insurance

All teams must present a copy of their teams insurance to the Tournament Director prior to their first game and also maintain a copy in their procession.Coverage is the responsibility of all Mangers.Teams may purchase insurance from K & K Insurance Services, INC ( if purchasing insurance from K & K please ensure to tell them you are playing in the NJYB and apart of the AABC to receive the discounted rate that AABC teams receive.

Regulation Game

Games will consist of  SIX ( 6)  INNINGS FOR ALL AGES for this tournament. If a game is tied at the end of 6 innings the game will continue with National League rules. A runner will be placed on second base and the game will continue until there is a winner after each team has an equal amount of bats. If the

Home team  is ahead they do not need to bat.

No inning may start after 1 hour and 45 minutes from the first pitch.

Home team is decided be the toss of a coin. Home team will be the official Scorekeeper. At the end of each inning the Scorekeepers will confirm with the umpire the score and amount or runs.

In the Event that a game is called because of light, weather or time limit the game will be a complete game if the home team is ahead after 3 1/2 innings of 4 complete innings. If the game has not reached that point when the game is called the game will resume at the next available possible time that a field is available.

Mercy Rule

The Mercy rule will be as followed for the following ages

11u-16u --8 runs after 3 1/2 inning if the home team is a head or after 4 innings

8u-10 u --10 Runs after 3 1/2 inning is the Home team is a head or 4 innings

Memorial Day Tournament Rules

1. Balks – Will not be called at the 8u and 9u levels. Balks will be instructional at 8u and 9u only. Balks will be called for 10u through 16u, (SEE SECTION D BELOW FOR MLB’s BALK RULES)

2. Baseballs - Supplied by the Tournament Director..

3. Bases - See appropriate age group below

8u- 50 feet apart, with 1st and 3rd base measured from the back of home plate to the back of the base. 40 feet from the back of home plate to the

front of the pitching rubber.

9u and 10u- 65 feet apart, with 1st and 3rd base measured from the back of home plate to the back of the base. 46 feet from the back of home plate to the front of the pitching rubber.

11u and 12u - 70 feet apart, with 1st and 3rd base measured from the back of home plate to the back of the base. 50 feet from the back of home plate to the front of the pitching rubber.

13u thru 16u - 90 feet apart, with 1st and 3rd base measured from the back of home plate to the back of the base. 60 feet from the back of home plate to the front of the pitching rubber.

4. Bats – PLEASE READ CAREFULLY BEFORE TOURNAMENT THESE WILL BE T ONLY BATS ALLOWED FOR THE TOURNAMENT NO EXCEPTIONS 

8u ---All Bats must have the BPF 1.15 Stamp on the bats barrels can not exceed 2 ¼ inch in  dia any weight is           permitted

9u-13u --- All Bats must have the BPF 1.15 Stamp on them barrels can not exceed 2 5/8 inch in dia and any            weight is permitted

14u-16u ---All Bats must have the BBCOR .05 or the BPF 1.15 Stamp on them and can not exceed 2 5/8 inch in dia. Also the bats can not exceed a minus 3 in ratio ( -3 in weight from the lend of the bat) 

5. Dropped Third Strike - Is in effect for all ages 10u -16 but will not be in effect for 8u or 9u.

6. Infield Fly - Is in effect for all ages except 8u.  2. Infield fly rule applies, with less than 2 outs and runners on at least 1st and 2nd base. When the umpire declares a pop-up to be an infield fly, the batter is out, and base runners can no longer be forced out at the next base, only tagged out. If the pop-up is caught and the runner does not return to the base in time, the play at their original base can be a force or tag play. (SEE SECTION D BELOW FOR MLB’s INFIELD FLY RULES)

7. Scoring -. There is no scoring limit in a inning from 9u through 16 There will be a 6 runs per inning for the 8u Division only. In the 8u division the last inning there will be no 6 run rule and teams will be able to score as many runs as they can score.  .

8. Sliding –Any runner is out when the runner does not slide or attempt to slide to avoid a fielder who has the ball and is waiting to make the tag or is in the process of fielding the ball. The ball becomes dead.

9. Bunting - Faking a bunt and taking the pitch is permitted. Faking a bunt followed by a full swing (on the same pitch) is not permitted. Any batter that does so will be automatically called out and ejected from the game NO WARNINGS ARE REQUIRED BY THE UMPIRE. B. NJYB

MODIFIED PLAYING RULES:

10. Hit Batsmen - No specified limit per pitcher, but coaches should exercise judgment with all players’ safety being the first priority.

11. Intentional Walks - Permitted, although the pitcher must throw all four balls, with the catcher positioned behind home plate at least until the ball is thrown.

12. Game Length – Six innings for all ages during this tournament.

13. Leading and Stealing (base running) - There is only a stealing limit with the 8u Division. Teams may steal bases 3 times per inning once the ball crosses the plate but no player may advance home unless it’s a batted ball, dead ball or a walk. Players may not come home on a over throw,

14. Substitutions (Re-Entry) – For NJYB MEMORIAL DAY TOURNAMENT teams must have nine players in the field and at least nine players in the batting order throughout the duration of the game. Any of the starting players may be withdrawn and re-entered once, provided such player occupies the same batting position whenever in the lineup. A substitute who is withdrawn may not re-enter the game. In the event that a team cannot put nine players in the field at any point during the game, the game is stopped and considered a forfeit. The following exceptions will be allowed during the NJYB regular season but NOT in the state tournament:

a. Batting Order – ( New this year) Teams may bat the following either 9 players, with /without a  DH  or 10 players with an  EH or their either team. A team will bat 9-10 or  all of its available  players.

Example that is not allowed if a team has 12 players and only wants to bat 11! Teams can, if they choose, include all available players in their start-of-game batting order or hit nine in the batting order either using a DH or may chose to use a EH to bat 10 players in the batting line up.. The decision to either include all available players or (9) nine players or ( 10) must be finalized for each team (and not necessarily the same for both teams) before the start of the game. The beginning-of-game batting order shall be followed throughout the game, except for players entering the order as substitutes.

b. Substitutions – Teams that choose to include 9 or 10  in their starting batting order 1) must follow the Substitution (Re-Entry) rules described in Rule 14 above, 2) are allowed to use pinch hitters and pinch runners, but once a player starts the game or enters a spot in the batting order, they cannot bat in any other spot in the order, 3) will forfeit a game in the event that no eligible substitutes remain available to replace an ejected or injured player. Teams that choose to include all players in their starting batting order 1) can freely make defensive substitutions for the duration of the game but the batting order must remain the same for the duration of the game, 2) will be charged an out in cases where a player that was in the original batting order is unable to play or is not at the field upon their turn to bat (no automatic out is charged to a team when it would be the last out of the game).

c. Pitching - A pitcher must be removed from pitching upon the second visit to the mound during an inning by his team’s manager and/or coaches. Upon any removal of a pitcher, he may stay on or return to the field in another position, but is ineligible to pitch during the remainder of that game.

15. Courtesy Runner -Permitted catcher when he is on base with 2 outs or, at the discretion of the umpire and managers, for an injured player on base. Courtesy runners can also be used to speed the game up but at the discretion of the umpire and managers. In either case, the courtesy runner is the player who made the last out, whether as a batter or as a runner. If that player is unable to pinch run due to absence or injury, the pinch runner will be the player who made the previous out. This pinch running appearance is ignored when applying the “Substitution” rules described in Rule 14 above.

16. Sliding – For NJYB Memorial Day Tournament, base runners, including batter-runners, are required to slide or avoid contact as stated above (Rule A (8)). Fielders are subject to obstruction rules (SEE SECTION D BELOW FOR MLB’s OBSTRUCTION RULES). For NJABC regular season and state tournaments, no head-first slides are permitted, except when returning to a base upon a line drive, pick-off, or fake pick-off.

17. Dugout - Only the team’s players, manager, two coaches, and one scorekeeper are allowed in the dugout or dugout area and, if not on the field, players must remain in the dugout throughout the game unless temporarily allowed elsewhere by their coaches (with supervision). Aside from 1st and 3rd base coaches, all must be in the dugout or in dead ball area during play. Home teams have first choice of dugouts. Managers, coaches, and players of both teams are responsible for cleaning up garbage and personal items left in their dugout area after their game.

18. Extra Innings – For NJYB Memorial Day Tournament games that are tied after 6 innings will go into extra innings to a winner is declared., We will use the California Tie breaker rule.California Tie Breaker rule states that after the game has completed the amount of innings to be played and the two teams are tied the teams will go into extra innings ( sudden death format) with the visiting team placing their last batted out on second base with no outs. Then the home team will do the same this will continue to there is a winner declared.

19. Field Dimensions - The Tournament Director will provide fields for the tournament

8u - 40 ft pitching mound from the home plate and 50 ft bases to 1st and 3rd base

9u & 10u - 46 ft pitching mound from the home plate and 65 ft bases to 1st and 3rd base

11u & 12u -50 ft pitching mound from the home plate and 70 ft bases to 1st and 3rd base

13u Thru 16u - 60 ft pitching mound from the home plate and 90 ft bases to 1st and 3rd base

20. Ground Rules - The umpire and one manager or coach from each team will discuss ground rules

21. Mercy Rule - For 8u & 9u there will be a 10 Run Mercy Rule For all other ages 10u-16u there will be a 8 Run Mercy Rule The if the Home team is ahead by the number of runs above depending on the age group after 3 1/2 innings or the visiting team is ahead by the number above based on the age group the game will be called a complete game.Example in the 8u-10 Division if a home team is ahead by 10 runs after 3 1/2 innings the game will be counted as a complete game.or in the 11u-16u Division is the home team is ahead by eight runs the game will be constituted at a complete game.

22. Official Game - All games will be 6 inning for this tournament . If the home team is ahead: 3½ innings. If the visiting team is ahead: 4 full innings consititutes a complete game. No inning may start after 1 hour and 45 minutes from the first pitch.

23. Pitching Limits – For this Tournament there will be NO Pitching restriction for all games 9u thru 16u, but for the 8u Division we will use a 3 inning max per day for each pitcher and a inning will consist of outs.

24. Pitching Rubber - see appropriate age below

8u - 40 feet from the back of home plate to the front of the pitching rubber.

9u & 10u 46feet from the back of home plate to the front of the pitching rubber

11u & 12u 50 feet from the back of home plate to the front of the pitching rubber

13u & 16u 60 feet from the back of home plate to the front of the pitching rubber

25. Postponements/Rainouts/Suspended Games - In the Event that a game is called because of light, weather or time limit the game will be a complete game if the home team is ahead after 3 1/2 innings of 4 complete innings. If the game has not reached that point when the game is called the game will resume at the next available possible time that a field is available

26. Pre-Game Practice - No per game practice on the field will be available there is ample area in the park teams may use for warming up.

27. Shoes - Players must wear cleats or sneakers. Metal spikes are permitted only for 13u - 16u .

28. Umpires - Will be assigned by the Tournament Director and fees are all covered with Teams registration fees for tournament games/

29. Conduct / Warnings / Ejections - Managers are responsible for themselves and their coaches, players on the field, players in the dugout area, and all spectators. For example, if any player deliberately throws a bat or helmet, that player and their entire team will receive a warning from the umpire. Warnings will also be issued if the batter accidentally flings the bat after swinging at the ball. At the umpire’s discretion, subsequent incidents can lead to ejection. Umpires and coaches have jurisdiction over spectators, who must yield to their authority or risk removal from the field and its immediate surroundings. Umpires have jurisdiction over managers, coaches, players, and spectators, who must yield to their authority or risk removal from the game, the field, and its immediate surroundings. Again, head coaches are responsible for their assistant coaches, players and parents’ conduct. Ejections are generally preceded by warnings, except in extreme cases. It is expected that all players, coaches, and parents will demonstrate good sportsmanship. Managers are responsible for their coaches, players and parents. Actions by parents, coaches and players that are construed by umpires and the NJYB as demonstrating poor sportsmanship will result in certain disciplinary action that may include but not limited to game forfeiture, ejection and a future ban from participating in all NJYB leagues. Cheering: Positive cheering and chanting for one’s own team and youth baseball players is always acceptable and part of the game. However, team cheering and chanting especially when ramped up at the point of the pitcher's delivery or the batter’s swing to intimidate youth baseball players will not be tolerated. Team cheering/chanting (or coach yelling) in the middle of an opposing pitcher’s windup or at the time of a swing by the opposing batter with the intention of intimidating a youth baseball player will be viewed as poor sportsmanship, is not acceptable and will not be tolerated. It is the umpire’s discretion to determine if the chanting is considered intimidating. The umpire will warn the coach for the first infraction. Continued infractions will result in the pitch being either called a strike for intimidating a pitcher and a ball for intimidating the batter. Any ejection of a manager, coach, or player leads to their suspension from the remainder of that game. An ejected coach or manager must leave the field altogether and must not be within viewing distance of the playing field. Ejection from a second game in the same season for the same individual results in suspension for the remainder of that game and the entire next game (regardless of whether it is a regular season or tournament game) and a one-year probation with the NJYB, with the subsequent game suspension subject to a review of the circumstances of the ejection by the league commissioner. Ejection from a third game can lead to suspension for the remainder of the season (including tournament games) and, if warranted, permanent suspension from the NJYB, also subject to review by league and state commissioners. Any ejections from a NJYB regular season or tournament game must be reported and explained in writing by the head coach of the team whose coach, manager, player or parent was ejected from the game to the league commissioner no later than one day after the ejection. C. OTHER RULES: .

Eligibility - A player must meet the age cut off to play in each age group we use the May 1st date as our cute off.

30. Birth Certificates/Team Rosters - Legible copies (not originals) of valid birth certificates and copies of team rosters must be present and in the position of the Manger

31. Schedules –Tournament Director will have schedules posted on NJYB.NET web site.

32. Home Team - Is established by a coin flip for all games.

33. Expenses - TOURNMENT FEES cover fields, balls, trophies, umpires and advancement tournament

8u, 9u & 10u are $500 .00

11u & 12u are $600.00

13u - 16u are $600.00

34. Game Scores / Website - Games scores will be reported to the Tournament Director at the Field house or the High School or Columbus Park and all scores will be posted online in a timely manner at NJYB.NET

35. Insurance - Teams must provide insurance coverage to the Tournament Director prior to the first game.

36. Rosters - Rosters must be submitted prior to their first game and a team may have up to 20 players on their roster.

37. Standings – Standings will be maintained during the Tournament at the field house and on the web site NJYB.net .

 . ADDENDUM – CERTAIN IMPORTANT MAJOR LEAGUE RULES

38. Balk – Not in effect ONLY for the 8u & 9u                    Is in affect for 10u 16u  

39 Infield Fly Rule - Not in effect for the 8u ONLY - 9u thru 16u will apply

40. Offensive Interference – (Rule 2.00) Offensive interference is an act by the team at bat which interferes with, obstructs, impedes, hinders, or confuses any fielder attempting to make a play. If the umpire declares the batter, batter-runner, or a runner out for interference, all other runners shall return to the last base that was, in the judgment of the umpire, legally touched at the time of the interference unless otherwise provided by these rules. Rule 6.05(m) - A preceding runner , in the umpire’s judgment, intentionally interferes with a fielder who is attempting to catch a thrown ball or to throw a ball in an attempt to complete any play (for double plays at second). Rule 7.08 (b) – Any runner is out when he intentionally interferes with a thrown ball or hinders a fielder attempting to make a play on a batted ball. Rule 7.09 – It is interference by a batter or a runner when a) after a third strike he hinders the catcher in his attempt to field the ball, b) he intentionally deflects the course of a foul ball in any manner, c) before two are out, with a runner on third base, the batter hinders a fielder in making a play at home, the runner is out, d) any member or members of the offensive team stand or gather around any base to which a runner is advancing to confuse, hinder or add to the difficulty of the fielders. Such runner shall be declared out for the interference of his teammate or teammates, e) any batter or runner who has just been put out hinders or impedes any following play being made on a runner. Such runner shall be declared out for the interference of his teammate, f) if, in the judgment of the umpire, a base runner willfully and deliberately interferes with a batted ball or a fielder in the act of fielding a batted ball, with the obvious intent of breaking up a double play, the ball is dead. The umpire shall call the runner out for interference and also call the batter-runner out because of the action of his teammate. In no event may bases be run or runs scored because of such action of a runner, g) if, in the judgment of the umpire, a batter-runner willfully and deliberately interferes with a batted ball or a fielder in the act of fielding a batted ball, with the obvious intent of breaking up a double play, the ball is dead; the umpire shall call the batter-runner out for interference and shall also call the runner who had Advanced closest to the home plate regardless where the double play might have been possible. In no event may bases be run because of such interference, h) in the judgment of the umpire, the base coach at third base or first base, by touching or holding the runner, physically assists him in returning to or leaving first base or third base, i) with a runner on third base, the base coach leaves his box and acts in any manner to draw a throw by a fielder, j) in running the last half of the distance from home base to the first base while the ball is being fielded to the first base, he runs outside (to the right of) the 3 ft line, or inside (to the left of) the foul line and, in the umpire’s judgment, interferes with the fielder taking the throw at first base or attempting to field a batted ball, k) he fails to avoid a fielder who is attempting to field a batted ball, or intentionally interferes with a thrown ball, provided that if two or more fielders attempt to field a batted ball, and the runner comes in contact with one or more of them, the umpire shall determine which fielder is entitled to the benefit of this rule, and shall not declare the runner out for coming into contact with a fielder other than the one the umpire determines to be entitled to field such a ball, (l) a fair ball touches him on fair territory before touching a fielder. If a fair ball goes through, or by, an infielder, and touches a runner immediately back of him, or touches the runner after having been deflected by a fielder, the umpire shall not declare the runner out for being touched by a batted ball. In making such decision the umpire must be convinced that the ball passed through, or by, the fielder, and that no other infielder had the chance to make a play on the ball. If, in the judgment of the umpire, the runner deliberately and intentionally kicks such a batted ball on which the infielder has missed the play, then the runner shall be called out for interference. PENALLY FOR INTERFERENCE: the runner is out and the ball is dead.

41. Obstruction – Rule 7.06 – when obstruction occurs, the umpire shall call or signal “Obstruction”. A) If a play is being made on the obstructed runner, or if the batter-runner is obstructed before he touches first base, the ball is dead and all runners shall advance, without liability to be put out, to the bases they would have reached, in the umpire’s judgment, if there had been no obstruction. The obstructed runner shall be awarded at least one base beyond the base he had last legally touched before the obstruction. Any preceding runners, forced to advance by the award of bases as the penalty for obstruction, shall advance without liability to be put out, b) if no play is being made on the obstructed runner, the play shall proceed until no further action is possible. The umpire shall then call time and impose such penalties, if any, as in his judgment will nullify the act of obstruction. (Rule 7.06(b) – when the ball is not dead on obstruction and an obstructed runner advances beyond the base which, in the umpires judgment, he would have been awarded because of being obstructed, he does so at his own peril and may be tagged out. This is a judgment call. NOTE: the catcher, without the ball in his possession has no right to block the pathway of the runner attempting to score. The base line belongs to the runner, and the catcher should be there only when he is fielding or when he already has the ball in his hand. .If coaches have used all their substitution and a player gets hurt a coach may re-insert a sub so the game does not end on forfeit. If a coach used all his players and a player is ejected and the team has no more subs that team will forfeit regardless of the score. .

42. Player ejection: If a player is ejected that player may remain on the bench unless the umpire declares that player is a distraction to the team then that player will be removed from the bench. The player ejected must sit out the next game..If a coach is ejected from a game he must remove his self from the field and he will not be allowed to coach the next game.

44. Rosters must be submitted prior to their first game .

45. Format All teams will be guaranteed 3 games The format for age groups 8u-16u Teams all will play a minimum of 3 games. The top 2 teams in each division based on 2 divisions will play in a single elimination round robin play-offs. The winners of the play-off game will play each other in the Championship Game declaring a winner.

Example Division A. with 4 teams and Division B with 4 teams, the top 2 teams will cross over in a single elimination to crown a Champion for the tournament. Div A 1st place team will play Div B 2nd place team, Div A 2nd place team will play Div B 1st place team. With the winners of each game playing each other in the championship game.

Age groups will be broken down to divisions by a random computer draw.Determining which teams will advance to the play-off will be based on teams standings in their 3 game round robin play. Standings will be based on seeding by games won, if in the event there is a tie will give then go by the tie breaker rule below to seed teams.

Tie-breakers once again so everyone is familiar with it. Ties are possible in pool play. (in the case there is a three-way tie, the procedure will go to step two first if it can not be determined by head to head straight up).

NJYB Hackensack Memorial Day Tournament.
The Girls Softball Divisions will play with ASA Rules that are modified for by the NJYB for this tournament
Softball will not advance to any other tournament only will receive 1st and 2nd play trophies.
General rules and Information the Girls Softball  Divisions  We are offering 2 division this year  one at 14u and the other at 10u
1. The tournament will begin Friday 24 May to  27  May 2013
2. Teams must provide the Tournament Director with a copy of their team insurance certificate with proof of liability coverage.
3. All teams will be guaranteed  4 games during this tournament for Softball only.(Unless in climate weather intervenes then the Tournament Director will do his best to get games in. Games may be reduced only if weather is a factorIf only 2 games are played teams will get 25% of tournament fees backIf only 1 game is played teams will get 50% of the tournament fees back ) 
4. This tournament is run by the NJYB but is an independent tournament open to all level teams.
5. First and Second Place teams will receive a Team Trophy and Individual trophies up to 15 per team.
6. Field Sizes;14u girls will use a field set at 40 ft pitchers mound and 60 feet bases from the corner of home plate  10u girls will use a field set at 40 ft pitchers mound and 60 feet bases from the corner of home plate 
 7. Umpires will be provided by the Tournament. 14u and 10u will use 1 umpire per game..
8.Teams will play with either 9 or 10 players on the field. If a 10th player is used on the field they must be used at a 4th outfield or a short field. Teams are not permitted in placing the 10th player in the infield.
9. Age cutoff is the end of the fiscal year 31 December 2012. Whatever age your player is on 31 December 2013 is the age of that place for the 2013 season
FormatA) Teams will be guaranteed 4 games during the tournament. The first 3 games will be pool play.
B) The top 4 teams ( best 2 in each division) will advance to a single elimination play-offs to crown a winner. All remaining teams will play their 4 game in the consolation bracket.

Team Rosters Mangers must have a copy of their rosters and birth certificates in their processions at all times during play. Age cut off for the tournament is 31 December 2012. A player may not turn the year older prior to the 31 Decemeber 2012. Example: If a team is playing in the 10u Division a player cannot turn 11 before the 31st of Decemeber 2012. This rules goes for all ages.Teams are permitted 1 Manger, 2 Coaches and 1 Scorekeeper in their dugouts. Others will be asked to leave.Mangers are responsible for their Coaches, Players and Parents behavior. If a Manger cannot control them the umpire may ask them to leave the park.Insurance All teams must present a copy of their teams insurance to the Tournament Director prior to their first game and also maintain a copy in their procession.Coverage is the responsibility of all Mangers.Teams may purchase insurance from K & K Insurance Services, INC ( if purchasing insurance from K & K please ensure to tell them you are playing in the NJYB and apart of the AABC to receive the discounted rate that AABC teams receive.
Regulation Game Games will consist of  SIX ( 6)  INNINGS FOR ALL AGES for this tournament. If a game is tied at the end of 6 innings the game will continue with National League rules. A runner will be placed on second base and the game will continue until there is a winner after each team has an equal amount of bats. If the Home team  is ahead they do not need to bat.No inning may start after 1 hour and 45 minutes from the first pitch.  
Home team is decided be the toss of a coin. Home team will be the official Scorekeeper. At the end of each inning the Scorekeepers will confirm with the umpire the score and amount or runs. In the Event that a game is called because of light, weather or time limit the game will be a complete game if the home team is ahead after 3 1/2 innings of 4 complete innings. If the game has not reached that point when the game is called the game will resume at the next available possible time that a field is available.
Mercy Rule The Mercy rule will be as followed for the this tournament 10 run after 3 ½ inning if the home team is ahead or 4 iining if the visiting team is ahead
Memorial Day Tournament Rules for Softball
1. Balks – Will not be called 2. Softballs - Supplied by the Tournament Director.. 12 in balls will be used3. Bases – 60 ft from the corner of home plate4. Bats  Any bat that hs the 2004 ASA logo on it will be premitted 5. Dropped Third Strike There is NO dropped third strike rule 6. Infield Fly – Will be in effect
2. Infield fly rule applies, with less than 2 outs and runners on at least 1st and 2nd base. When the umpire declares a pop-up to be an infield fly, the batter is out, and base runners can no longer be forced out at the next base, only tagged out. If the pop-up is caught and the runner does not return to the base in time, the play at their original base can be a force or tag play. (SEE SECTION D BELOW FOR MLB’s INFIELD FLY RULES)
7. Scoring -. Unlimited amount of runs per inning
8. Sliding –Any runner is out when the runner does not slide or attempt to slide to avoid a fielder who has the ball and is waiting to make the tag or is in the process of fielding the ball. The ball becomes dead.
9. Bunting -  Bunting is permitted.
10. Hit Batsmen - No specified limit per pitcher, but coaches should exercise judgment with all players’ safety being the first priority.
11. Intentional Walks - Permitted, although the pitcher must throw all four balls, with the catcher positioned behind home plate at least until the ball is thrown.
12. Game Length – Six innings for all ages during this tournament.
13. Leading and Stealing (base running) – Runners may steal once the ball crosses the plate. Runners must remain on the base until the ball crosses the plate The Look-Back Rule will be enforced.  (NFHS, Rule 8, Section 7)                   ART. 1       When a runner is legitimately off a base after a pitch or as a result of a batter touching first base, and while the pitcher has possession of the ball within the 16-foot pitching circle, the runner may stop once, but then must immediately return to the base or attempt to advance to the next base.                   ART. 2       Once the runner stops at a base for any reason, she will be declared out if she leaves the base.                   ART. 3       Responsibilities of batter-runner after completing a turn at bat, and while the pitcher has the ball within the 16-foot pitching circle, including a base on balls or a dropped third strike are:a.      A batter-runner who rounds first base toward second base may stop, but then must immediately return to first or attempt to advance non-stop to second base.b.      A batter-runner who overruns first base toward right field, turns left and immediately stops, must then return non-stop to first or attempt to advance non-stop to second base.c.       A batter-runner who overruns first base toward right field, turns left and moves directly toward second base and stops is committed to second and must attempt to advance non-stop to second base.d.      A batter-runner who overruns first base toward right field, turns left and moves back toward the infield in any direction except directly toward second base is committed to first and must return to first base.e.       A batter-runner who overruns first base toward right field, ant turns right, is committed to first base and must return to first base.  PENALTY:  ART 1 through 3 – The ball is dead.  “No pitch” is declared when applicable, and the runner is out.  If two runners or more are off their bases, when one is called out, the ball is dead and the other runners are returned to the last base touched.  Only one runner may be called out.Exception:    The runner will not be declared out if a play is made on another runner, (a fake throw is considered a play), the pitcher no longer has possession of the ball within the 16-foot circle, or the pitcher releases the ball on a pitch to the batter.  
14a. Batting Order – Teams that chose to bat 9 players must bat the same 9 players who are playing in the defensive position. Or the same with the teams that chose to use the 10 player rule. Teams may also decided to use the Cinderella batting order which is batting all available players. When using the Cinderella batting out it now allows Mangers / Coaches to freely substitute their defensive players. . b. Substitutions – Teams that choose to include 9 or 10  in their starting batting order 1) must follow the Substitution (Re-Entry) rules described in Rule 14 above, 2) are allowed to use pinch hitters and pinch runners, but once a player starts the game or enters a spot in the batting order, they cannot bat in any other spot in the order, 3) will forfeit a game in the event that no eligible substitutes remain available to replace an ejected or injured player. Teams that choose to include all players in their starting batting order 1) can freely make defensive substitutions for the duration of the game but the batting order must remain the same for the duration of the game, 2) will be charged an out in cases where a player that was in the original batting order is unable to play or is not at the field upon their turn to bat (no automatic out is charged to a team when it would be the last out of the game). c. Pitching - A pitcher must be removed from pitching upon the second visit to the mound during an inning by his team’s manager and/or coaches. Upon any removal of a pitcher, he may stay on or return to the field in another position, but is ineligible to pitch during the remainder of that game.
15. Courtesy Runner -Permitted catcher when he is on base with 2 outs or, at the discretion of the umpire and managers, for an injured player on base. Courtesy runners can also be used to speed the game up but at the discretion of the umpire and managers. In either case, the courtesy runner is the player who made the last out, whether as a batter or as a runner. If that player is unable to pinch run due to absence or injury, the pinch runner will be the player who made the previous out. This pinch running appearance is ignored when applying the “Substitution” rules described in Rule 14 above.
16. Sliding – For NJYB Memorial Day Tournament, base runners, including batter-runners, are required to slide or avoid contact as stated above (Rule A (8)). Fielders are subject to obstruction rules.
17. Dugout - Only the team’s players, manager, two coaches, and one scorekeeper are allowed in the dugout or dugout area and, if not on the field, players must remain in the dugout throughout the game unless temporarily allowed elsewhere by their coaches (with supervision). Aside from 1st and 3rd base coaches, all must be in the dugout or in dead ball area during play. Home teams have first choice of dugouts. Managers, coaches, and players of both teams are responsible for cleaning up garbage and personal items left in their dugout area after their game.
18. Extra Innings – For NJYB Memorial Day Tournament games that are tied after 6 innings will go into extra innings to a winner is declared., We will use the California Tie breaker rule.California Tie Breaker rule states that after the game has completed the amount of innings to be played and the two teams are tied the teams will go into extra innings ( sudden death format) with the visiting team placing their last batted out on second base with no outs. Then the home team will do the same this will continue to there is a winner declared. me will be called a complete game.. No inning may start after 1 hour and 45 minutes from the first pitch.
19. Pitching Limits – For this Tournament there will be NO Pitching restriction for all games 9u thru 16u, but for the 8u Division we will use a 3 inning max per day for each pitcher and a inning will consist of outs.
20. Postponements/Rainouts/Suspended Games - In the Event that a game is called because of light, weather or time limit the game will be a complete game if the home team is ahead after 3 1/2 innings of 4 complete innings. If the game has not reached that point when the game is called the game will resume at the next available possible time that a field is available
21. Pre-Game Practice - No per game practice on the field will be available there is ample area in the park teams may use for warming up.
22. Shoes - Players must wear cleats or sneakers. Metal spikes  are not permitted  .
23. Umpires - Will be assigned by the Tournament Director and fees are all covered with Teams registration fees for tournament games/
24. Conduct / Warnings / Ejections - Managers are responsible for themselves and their coaches, players on the field, players in the dugout area, and all spectators. For example, if any player deliberately throws a bat or helmet, that player and their entire team will receive a warning from the umpire. Warnings will also be issued if the batter accidentally flings the bat after swinging at the ball. At the umpire’s discretion, subsequent incidents can lead to ejection. Umpires and coaches have jurisdiction over spectators, who must yield to their authority or risk removal from the field and its immediate surroundings. Umpires have jurisdiction over managers, coaches, players, and spectators, who must yield to their authority or risk removal from the game, the field, and its immediate surroundings. Again, head coaches are responsible for their assistant coaches, players and parents’ conduct. Ejections are generally preceded by warnings, except in extreme cases. It is expected that all players, coaches, and parents will demonstrate good sportsmanship. Managers are responsible for their coaches, players and parents. Actions by parents, coaches and players that are construed by umpires and the NJYB as demonstrating poor sportsmanship will result in certain disciplinary action that may include but not limited to game forfeiture, ejection and a future ban from participating in all NJYB leagues. Cheering: Positive cheering and chanting for one’s own team and youth baseball players is always acceptable and part of the game. However, team cheering and chanting especially when ramped up at the point of the pitcher's delivery or the batter’s swing to intimidate youth baseball players will not be tolerated. Team cheering/chanting (or coach yelling) in the middle of an opposing pitcher’s windup or at the time of a swing by the opposing batter with the intention of intimidating a youth baseball player will be viewed as poor sportsmanship, is not acceptable and will not be tolerated. It is the umpire’s discretion to determine if the chanting is considered intimidating. The umpire will warn the coach for the first infraction. Continued infractions will result in the pitch being either called a strike for intimidating a pitcher and a ball for intimidating the batter. Any ejection of a manager, coach, or player leads to their suspension from the remainder of that game. An ejected coach or manager must leave the field altogether and must not be within viewing distance of the playing field. Ejection from a second game in the same season for the same individual results in suspension for the remainder of that game and the entire next game (regardless of whether it is a regular season or tournament game) and a one-year probation with the NJYB, with the subsequent game suspension subject to a review of the circumstances of the ejection by the league commissioner. Ejection from a third game can lead to suspension for the remainder of the season (including tournament games) and, if warranted, permanent suspension from the NJYB, also subject to review by league and state commissioners. Any ejections from a NJYB regular season or tournament game must be reported and explained in writing by the head coach of the team whose coach, manager, player or parent was ejected from the game to the league commissioner no later than one day after the ejection. C. OTHER RULES: .Eligibility - A player must meet the age cut off to play in each age group we use the May 1st date as our cute off.
 25. Birth Certificates/Team Rosters - Legible copies (not originals) of valid birth certificates and copies of team rosters must be present and in the position of the Manger
26. Schedules –Tournament Director will have schedules posted on NJYB.NET web site.
 27. Home Team - Is established by a coin flip for all games.
28. Expenses - TOURNMENT FEES cover fields, balls, trophies, umpires and advancement tournament 10u and 14u fees  are $400.00
29. Game Scores / Website - Games scores will be reported to the Tournament Director at the Field house or the High School or Columbus Park and all scores will be posted online in a timely manner at NJYB.NET  
30. Insurance - Teams must provide insurance coverage to the Tournament Director prior to the first game.
31. Rosters - Rosters must be submitted prior to their first game and a team may have up to 20 players on their roster.
32. Standings – Standings will be maintained during the Tournament at the field house and on the web site NJYB.net .
33. Offensive Interference – (Rule 2.00) Offensive interference is an act by the team at bat which interferes with, obstructs, impedes, hinders, or confuses any fielder attempting to make a play. If the umpire declares the batter, batter-runner, or a runner out for interference, all other runners shall return to the last base that was, in the judgment of the umpire, legally touched at the time of the interference unless otherwise provided by these rules. Rule 6.05(m) - A preceding runner , in the umpire’s judgment, intentionally interferes with a fielder who is attempting to catch a thrown ball or to throw a ball in an attempt to complete any play (for double plays at second). Rule 7.08 (b) – Any runner is out when he intentionally interferes with a thrown ball or hinders a fielder attempting to make a play on a batted ball. Rule 7.09 – It is interference by a batter or a runner when a) after a third strike he hinders the catcher in his attempt to field the ball, b) he intentionally deflects the course of a foul ball in any manner, c) before two are out, with a runner on third base, the batter hinders a fielder in making a play at home, the runner is out, d) any member or members of the offensive team stand or gather around any base to which a runner is advancing to confuse, hinder or add to the difficulty of the fielders. Such runner shall be declared out for the interference of his teammate or teammates, e) any batter or runner who has just been put out hinders or impedes any following play being made on a runner. Such runner shall be declared out for the interference of his teammate, f) if, in the judgment of the umpire, a base runner willfully and deliberately interferes with a batted ball or a fielder in the act of fielding a batted ball, with the obvious intent of breaking up a double play, the ball is dead. The umpire shall call the runner out for interference and also call the batter-runner out because of the action of his teammate. In no event may bases be run or runs scored because of such action of a runner, g) if, in the judgment of the umpire, a batter-runner willfully and deliberately interferes with a batted ball or a fielder in the act of fielding a batted ball, with the obvious intent of breaking up a double play, the ball is dead; the umpire shall call the batter-runner out for interference and shall also call the runner who had Advanced closest to the home plate regardless where the double play might have been possible. In no event may bases be run because of such interference, h) in the judgment of the umpire, the base coach at third base or first base, by touching or holding the runner, physically assists him in returning to or leaving first base or third base, i) with a runner on third base, the base coach leaves his box and acts in any manner to draw a throw by a fielder, j) in running the last half of the distance from home base to the first base while the ball is being fielded to the first base, he runs outside (to the right of) the 3 ft line, or inside (to the left of) the foul line and, in the umpire’s judgment, interferes with the fielder taking the throw at first base or attempting to field a batted ball, k) he fails to avoid a fielder who is attempting to field a batted ball, or intentionally interferes with a thrown ball, provided that if two or more fielders attempt to field a batted ball, and the runner comes in contact with one or more of them, the umpire shall determine which fielder is entitled to the benefit of this rule, and shall not declare the runner out for coming into contact with a fielder other than the one the umpire determines to be entitled to field such a ball, (l) a fair ball touches him on fair territory before touching a fielder. If a fair ball goes through, or by, an infielder, and touches a runner immediately back of him, or touches the runner after having been deflected by a fielder, the umpire shall not declare the runner out for being touched by a batted ball. In making such decision the umpire must be convinced that the ball passed through, or by, the fielder, and that no other infielder had the chance to make a play on the ball. If, in the judgment of the umpire, the runner deliberately and intentionally kicks such a batted ball on which the infielder has missed the play, then the runner shall be called out for interference. PENALLY FOR INTERFERENCE: the runner is out and the ball is dead.
34. Obstruction – Rule 7.06 – when obstruction occurs, the umpire shall call or signal “Obstruction”. A) If a play is being made on the obstructed runner, or if the batter-runner is obstructed before he touches first base, the ball is dead and all runners shall advance, without liability to be put out, to the bases they would have reached, in the umpire’s judgment, if there had been no obstruction. The obstructed runner shall be awarded at least one base beyond the base he had last legally touched before the obstruction. Any preceding runners, forced to advance by the award of bases as the penalty for obstruction, shall advance without liability to be put out, b) if no play is being made on the obstructed runner, the play shall proceed until no further action is possible. The umpire shall then call time and impose such penalties, if any, as in his judgment will nullify the act of obstruction. (Rule 7.06(b) – when the ball is not dead on obstruction and an obstructed runner advances beyond the base which, in the umpires judgment, he would have been awarded because of being obstructed, he does so at his own peril and may be tagged out. This is a judgment call. NOTE: the catcher, without the ball in his possession has no right to block the pathway of the runner attempting to score. The base line belongs to the runner, and the catcher should be there only when he is fielding or when he already has the ball in his hand. .If coaches have used all their substitution and a player gets hurt a coach may re-insert a sub so the game does not end on forfeit. If a coach used all his players and a player is ejected and the team has no more subs that team will forfeit regardless of the score. .
35. Player ejection: If a player is ejected that player may remain on the bench unless the umpire declares that player is a distraction to the team then that player will be removed from the bench. The player ejected must sit out the next game..If a coach is ejected from a game he must remove his self from the field and he will not be allowed to coach the next game. .
